The ITIL Framework
The ITIL concept emerged in the 1980s, when the British government determined that the level of IT service quality provided to them was not sufficient. The Central Computer and Telecommunications Agency (CCTA), now called the Office of Government Commerce (OGC), was tasked with developing a framework for efficient and financially responsible use of IT resources within the British government and the private sector.
The Information Technology Infrastructure Library (ITIL) defines the organizational structure and skill requirements of an information technology organization and a set of standard operational management procedures and practices to allow the organization to manage an IT operation and associated infrastructure.
ISO/IEC 20000-1:2011 is a service management system (SMS) standard. It specifies requirements for the service provider to plan, establish, implement, operate, monitor, review, maintain and improve an SMS.

I have worked in the computer industry for over 30 years; in aerospace with the space and defense industry; in a number of companies in Silicon Valley (TRW, GE, HP, Control Data); in the commercial world through the dot com start up frenzy, a few financial companies and then finally settling for my last 10 years as an employee with the City of San Francisco, SFO airport Information Technology and Telecommunications where I was involved in managing Quality Assurance, implementing ITIL and preparing for ISO 20000 certification.
